What Is a Utah Motor Vehicle Bill of Sale?
A Utah motor vehicle bill of sale is a written record of a private vehicle sale.
Utah’s official form is Form TC-843. The bill of sale must include the buyer and seller names, addresses and signatures, vehicle description and VIN, purchase date and price, and any trade-in details. It is submitted to the Utah DMV along with the signed title and Form TC-656 (Vehicle Application for Utah Title).
Is a Bill of Sale Required in Utah?
Yes. Utah requires a bill of sale (Form TC-843 or equivalent) for all private party vehicle sales. It documents the purchase price — which is used to calculate sales tax — and is submitted with the title application at the Utah DMV.
Utah-Specific Requirements
1. VIN Inspection Required for First-Time Utah Titles
A VIN inspection is required for all vehicles being titled in Utah for the first time. The inspection is completed by a Utah DMV employee, peace officer, licensed dealer, or certified safety inspector. The inspection certificate (Form TC-661) is submitted with the title application.
2. Safety and Emissions Inspections
If the buyer plans to register the vehicle and lives in Salt Lake, Davis, Weber, Cache, or Utah County, an emissions inspection may be required. A safety inspection is required for registration in most Utah counties. Provide inspection certificates with the title application.
3. Odometer Disclosure
Odometer disclosure is required for vehicles less than 20 years old. Complete the Odometer Disclosure Statement (Form TC-891) and submit it with the title application.
4. Sales Tax
Utah charges sales tax on the purchase price of a privately sold vehicle. The rate varies by county. Tax is paid at the Utah DMV at the time of title transfer. The purchase price on the bill of sale is used to calculate the tax.
5. Lost Title Options
If the title is missing and was a Utah title, the seller may complete Form TC-123 (Application for Duplicate Utah Title) to transfer ownership to the buyer without first obtaining a duplicate title in their own name. Part two of the form allows for the assignment of ownership to the buyer directly.
6. Appointment at DMV
Utah DMV offices process title transfers by appointment. Schedule your appointment online at dmv.utah.gov or by calling your local Utah DMV office. Bring your driver’s license to the appointment.
7. Notarization
Utah does not require notarization for a standard private party vehicle bill of sale. Notarization is optional but recommended for high-value sales.

How to Fill Out the Template
Enter the seller’s name exactly as it appears on the Certificate of Title. Enter the buyer’s name and address exactly as they want it on the new title.
In Section 3, copy the VIN character by character. Enter the full agreed purchase price in Section 4 — Utah calculates sales tax on this figure. Include any trade-in vehicle description and allowance if applicable.
Both parties sign Section 11. Also complete Form TC-891 (Odometer Disclosure) for vehicles less than 20 years old.

How to Transfer a Car Title in Utah
For the Seller
Complete the title assignment on the Certificate of Title. Provide the buyer with this signed bill of sale and the completed odometer disclosure. Keep a copy of both for your records.
For the Buyer
Schedule an appointment at a Utah DMV office (dmv.utah.gov). Bring the signed title, this bill of sale (Form TC-843 or equivalent), Form TC-656 (Vehicle Application for Utah Title), Form TC-891 (Odometer Disclosure), VIN inspection certificate (Form TC-661), emissions/safety inspection certificates (if required), valid Utah driver’s license, proof of insurance, and payment for sales tax and title fees.
Lost Title
If the title is a Utah title, the seller may complete Form TC-123 to transfer ownership directly to the buyer without first obtaining a duplicate. Contact the Utah DMV at dmv.utah.gov.
