What Is an Oklahoma Motor Vehicle Bill of Sale?
An Oklahoma motor vehicle bill of sale is a written record of a private vehicle sale.
Oklahoma uses Form 718 (Bill of Sale of an Electronic Title) for transfers of electronically-held titles, and Form 722-1 (Declaration of Vehicle Purchase Price) or a bill of sale to document the purchase price for tax purposes. Title transfers are processed at Service Oklahoma offices or Licensed Operator locations.
Is a Bill of Sale Required in Oklahoma?
Purchase price documentation is required for all Oklahoma title transfers — either a purchase contract, bill of sale, or Form 722-1 (Declaration of Vehicle Purchase Price) must be provided. Form 718 (Bill of Sale of an Electronic Title) is required when an electronic title is being transferred between private parties.
Oklahoma-Specific Requirements
1. 30-Day Deadline
The buyer must apply for a new Oklahoma certificate of title within 30 days of the date of purchase. Penalties apply after 30 days.
2. Electronic Titles — Effective July 1, 2025
As of July 1, 2025, all Oklahoma vehicle titles are issued electronically. Paper titles are no longer issued except in limited circumstances. For private party transfers of an electronic title, use Form 718 (Bill of Sale of an Electronic Title) to complete the ownership transfer. Both buyer and seller must visit a Service Oklahoma or Licensed Operator location together, or the seller can complete the electronic release of ownership online.
3. Purchase Price Documentation Required
Oklahoma requires documentation of the purchase price for all title transfers. Acceptable forms include a purchase contract, bill of sale, or Form 722-1 (Declaration of Vehicle Purchase Price). This is used to calculate Oklahoma’s excise tax.
4. Odometer Disclosure
When transferring ownership of a 2011 or newer motor vehicle, a completed odometer disclosure statement is required. This is generally incorporated into the title certificate ownership assignment or on Form 729 (Odometer Disclosure Statement).
5. Excise Tax
Oklahoma charges an excise tax on vehicle purchases. The rate varies by vehicle type and purchase price. Excise tax is paid at the Service Oklahoma office or Licensed Operator location at the time of title transfer.
6. License Plates
If the seller has an unexpired license plate currently assigned to them, they may bring it to transfer to a new vehicle and receive a credit for the remaining time on the tags. Remove the plate before handing over the vehicle.
7. Notarization
Oklahoma does not require notarization for a standard private party vehicle bill of sale. Notarization is optional but recommended for high-value sales.

How to Fill Out the Template
Enter the seller’s name exactly as it appears on the title record. Enter the buyer’s name exactly as they want it on the new title.
In Section 3, copy the VIN character by character. Enter the full agreed purchase price in Section 4 — Oklahoma uses this to calculate excise tax.
Both parties sign Section 11. For electronic title transfers, also complete Form 718 (Bill of Sale of an Electronic Title) at the Service Oklahoma or Licensed Operator location.

How to Transfer a Car Title in Oklahoma
For the Seller
Complete the electronic release of ownership online, or visit a Service Oklahoma or Licensed Operator location with the buyer to complete Form 718. Remove your license plate before handing over the vehicle — you may transfer it to a new vehicle for a tag credit.
For the Buyer
Within 30 days of purchase, visit a Service Oklahoma or Licensed Operator location with this bill of sale, Form 701-6 (Application for Oklahoma Certificate of Title), Form 722-1 or purchase price documentation, odometer disclosure (if required), proof of Oklahoma insurance, valid Oklahoma ID, and payment for title fees and excise tax.
Lost Title
Since July 1, 2025, all titles are electronic — contact Service Oklahoma at ok.gov/serviceok for assistance with title lookups and transfers.
