What Is an Arkansas Motor Vehicle Bill of Sale?

An Arkansas motor vehicle bill of sale is a written record of a private vehicle sale.

In Arkansas, the bill of sale works alongside the Certificate of Title — it does not replace it. Both the seller and the buyer must sign the bill of sale for it to be valid for Arkansas Office of Motor Vehicle (OMV) purposes.

Is a Bill of Sale Required in Arkansas?

A bill of sale is required in Arkansas in two specific situations:

  • When the seller wants to apply for a sales tax credit — you must use Form MV 100-03 (Authorization for Title Assignment and Mileage Disclosure and Bill of Sale), signed by both parties
  • When there is no space on the back of the current title for the seller to sign the vehicle over to the buyer

In all other situations, the Arkansas OMV will accept a completed title in place of a bill of sale. However, a bill of sale is strongly recommended for all private sales as a record of the transaction.

Arkansas-Specific Requirements

1. 30-Day Registration Deadline

The buyer has 30 days from the date of sale to complete the title transfer at their local Revenue Office. Penalties apply after 30 days — starting at $150 on day 31.

2. Form MV 100-03

Arkansas’s official all-in-one form combines the title assignment, odometer disclosure, and bill of sale. Both seller and buyer must sign it. This form is required if the seller wants to claim a sales tax credit.

3. Notice of Transfer of Ownership

After the sale, the seller should file a Notice of Transfer of Ownership with the Arkansas Revenue Division to remove liability for the vehicle. This can be done online at MyDMV, in person, or by mail to: Arkansas Revenue Division, Ragland Building Room 1100, 1900 West 7th Street, Little Rock, AR 72203.

4. Sales Tax

Arkansas charges 6.5% state sales tax on the purchase price of a privately sold vehicle, plus applicable local taxes. Tax is paid at the Revenue Office at the time of title transfer.

5. License Plates

Arkansas plates stay with the seller. Remove your plate before handing over the vehicle. You may transfer your plate to another vehicle or surrender it to the Revenue Office.

6. Lost Title

If the title is lost, the seller must apply for a duplicate (Form 10-381, $10 fee) before the sale can proceed. If a lien exists, the lienholder must complete Form 10-315 (Official Release of Lien or Permission to Issue Replacement Title).

7. Notarization

Arkansas Revenue Division offices commonly ask for notarization on a vehicle bill of sale. While state statute does not mandate it for every transaction, getting the bill of sale notarized removes friction at the counter and is strongly recommended.

How to Fill Out the Template

Enter the seller’s name exactly as it appears on the Certificate of Title. Enter the buyer’s name exactly as they want it on the new title. Both parties must sign — a bill of sale with only the seller’s signature is not valid for Arkansas OMV purposes.

How to Transfer a Car Title in Arkansas

For the Seller

Complete and sign the title assignment section. Remove your license plates before handing over the vehicle.

File a Notice of Transfer of Ownership at MyDMV, in person, or by mail to remove your liability for the vehicle after the sale.

For the Buyer

Within 30 days of purchase, visit your local Revenue Office with the signed title, this bill of sale, proof of insurance, valid Arkansas ID, and payment for the $10 title fee and 6.5% sales tax plus applicable local taxes.
