What Is an Arizona Motor Vehicle Bill of Sale?
An Arizona motor vehicle bill of sale is a written record of a private vehicle sale.
It documents the seller, buyer, vehicle details, purchase price, and date of the transaction. Arizona titles are now electronic — when a title transfer is completed, the title record is stored digitally with the MVD rather than issued as a paper document.
Is a Bill of Sale Required in Arizona?
Arizona MVD does not require a bill of sale for most standard title transfers — the signed Certificate of Title or Form 38-1306 (Title Transfer Bill of Sale) is the primary ownership document.
A bill of sale is required when no paper title is available — for example, when the title is held electronically and Form 38-1306 is used as the transfer document instead.
Even when not required, a bill of sale is strongly recommended to document the purchase price, protect both parties, and serve as a record if disputes arise.
Arizona-Specific Requirements
1. 15-Day Registration Deadline
The buyer has 15 days from the date of sale to apply for a new title and registration to avoid penalty charges — whether or not the vehicle is being used.
2. Electronic Titles (eTitle)
Arizona titles are electronic. When ownership is transferred, no paper title is printed — the record is stored digitally with the MVD and viewable through AZ MVD Now at AZMVDNow.gov.
For eligible vehicles (non-commercial passenger vehicles with no lien, one owner to one owner), both parties can complete an eTitle Transfer online through AZ MVD Now without visiting an MVD office. The buyer code is valid for 48 hours; each transfer must be completed within 24 hours once started.
3. Form 38-1306 — Title Transfer Bill of Sale
When a paper title is not available or the title is held electronically, Arizona uses Form 38-1306 (Title Transfer Bill of Sale) as the ownership transfer document.
This form includes odometer disclosure, lien disclosure, and both parties’ information. It is available at azdot.gov/mvd.
4. What the Buyer Must Bring to the MVD
- Signed Arizona title or completed Form 38-1306
- Completed Title and Registration Application (Form 96-0236)
- This Bill of Sale
- Valid Arizona driver’s license or photo ID
- Proof of Arizona liability insurance
- Lien release if applicable
- Payment for title fee ($4 paper title) and registration fees
- Emissions certificate (required in non-attainment areas)
5. Do Not Use White-Out
The Arizona MVD will reject any title that has been altered with white-out or has information crossed out. If a mistake is made on the title, a corrected or duplicate title must be obtained before proceeding.
6. Joint Ownership
If additional owners are listed on the title, each requires a separate Form 38-1306. All owners must sign to release the title unless the conjunction “OR” is used.
7. Notarization
Notarization is not required for a standard private party Arizona vehicle bill of sale. Notarization is optional but recommended for high-value sales.

How to Fill Out the Template
Enter the seller’s name exactly as it appears on the Arizona title record. Enter the buyer’s name exactly as they want it on the new title.
In Section 3, copy the VIN character by character from the dashboard plate and the title record. Do not use white-out on the title — any error requires a corrected or duplicate title.
Enter the full agreed purchase price in Section 4. Both parties sign Section 11.

How to Transfer a Car Title in Arizona
Option 1 — eTitle Transfer Online
For eligible vehicles (non-commercial passenger, no lien, one owner to one owner), both parties sign in to AZ MVD Now and complete the transfer online. No paper title is needed. The title is stored electronically. The seller receives a Sold Notice automatically.
Option 2 — In-Person at MVD or Third-Party Office
Submit the signed title or Form 38-1306, completed Form 96-0236 (Title and Registration Application), this bill of sale, proof of insurance, valid ID, and payment within 15 days of the sale.
Lost Title
If the paper title is lost, use Form 38-1306 (Title Transfer Bill of Sale) as the transfer document, or apply for a duplicate through AZ MVD Now before proceeding.
