What Is a Wyoming Motor Vehicle Bill of Sale?

A Wyoming motor vehicle bill of sale is a written record of a private vehicle sale.

Wyoming does not have a single statewide standard bill of sale form — each county clerk’s office may have its own version. For private party purchases, the buyer must present a bill of sale as proof of ownership when visiting the county clerk to apply for a new title. Both buyer and seller must sign the bill of sale.

Is a Bill of Sale Required in Wyoming?

Yes. Wyoming requires a bill of sale for private party vehicle purchases. When a vehicle is purchased from an individual, the buyer must present the bill of sale to the county clerk’s office along with the notarized title to apply for a new certificate of title. The bill of sale serves as proof of ownership and documents the purchase price, which is used to calculate the 4% sales/use tax.

Wyoming-Specific Requirements

1. ⚠️ Notarized Title Required by Law

Wyoming statute (W.S. 31-2-104) requires the seller’s signature on the Certificate of Title to be notarized before a notarial officer. All owners whose names appear on the face of the title must sign before a notary — regardless of how names are joined (e.g., “John OR Jane Doe” — both must still sign).

The buyer must also sign the purchaser’s application on the back of the title in the presence of a notary. This can be done at the county clerk’s office where a deputy clerk will provide notary service (bring a driver’s license or other valid ID).

2. 60-Day Deadline for Sales Tax

Sales tax must be paid within 60 days of the purchase date. A title must also be processed in the new owner’s name before license plates can be issued. Sales tax can be paid at the county treasurer’s office even before the title transfer is fully complete.

3. Sales/Use Tax: 4%

Wyoming charges a 4% sales/use tax on the purchase price of a privately sold vehicle. Tax is paid at the county treasurer’s office. The purchase price on the bill of sale is used to calculate the tax.

4. Title and Plates at County Clerk

Vehicle titles in Wyoming are processed at the county clerk’s office in the buyer’s county of residence. License plates are issued at the county treasurer’s office after the title has been processed and sales tax paid. Wyoming does not have a centralized state DMV for vehicle title transactions.

5. VIN Inspection for Out-of-State Vehicles

If the vehicle has an out-of-state title, the buyer must have the VIN inspected by a law enforcement officer before titling — a Wyoming Highway Patrol trooper, county sheriff’s deputy, or local police officer. Check with your local law enforcement agency for inspection availability.

6. Odometer Disclosure

Odometer disclosure is required for vehicles manufactured within the past 20 years (model year 2011 and newer as of federal updates effective January 1, 2021). The disclosure is typically made on the back of the title. Some counties may have their own version of an odometer disclosure statement.

7. License Plates Stay with the Owner

Wyoming license plates are registered to the owner, not the vehicle. Remove your plates before handing over the vehicle. You may transfer existing plates to a new vehicle or surrender them to the county treasurer.

How to Fill Out the Template

Enter the seller’s name exactly as it appears on the Certificate of Title. Enter the buyer’s name and address exactly as they want it on the new title.

In Section 3, copy the VIN character by character. Enter the full agreed purchase price in Section 4 — Wyoming calculates 4% sales/use tax on this figure.

Both parties sign Section 11. The seller must also sign the title assignment before a notary — all owners listed on the title must sign. The buyer signs the purchaser’s application on the back of the title before a notary as well (this can be done at the county clerk’s office).

How to Transfer a Car Title in Wyoming

For the Seller

Complete the assignment and warranty of title on the Certificate of Title, including the buyer’s name and address, odometer reading, and sale price. Sign before a notary — all owners on the title must sign. Remove your license plates before handing over the vehicle.

For the Buyer

Visit your county clerk’s office with the notarized title, this bill of sale, completed purchaser’s application (signed before a notary), odometer disclosure, VIN inspection certificate (for out-of-state vehicles), valid Wyoming ID, and payment for the title fee. Pay the 4% sales/use tax at the county treasurer’s office within 60 days. Plates are issued at the county treasurer’s office after the title is processed.
