What Is an Oregon Motor Vehicle Bill of Sale?

An Oregon motor vehicle bill of sale is a written record of a private vehicle sale.

Oregon’s official form is Form 735-501 (Vehicle Bill of Sale), available at oregon.gov/odot/dmv. The bill of sale must be completed in blue or black ink only — no white-out or strike-throughs on any names, and only the original seller’s signature is accepted (no photocopies).

Is a Bill of Sale Required in Oregon?

A bill of sale is not required in all Oregon private party transfers — as long as the seller prints and signs their name on the reverse of the title with the date, a separate bill of sale is not strictly necessary. However, Oregon DMV recommends a bill of sale for all sales, and it is required when the seller’s name is not on the title, to prove the chain of ownership.

Oregon-Specific Requirements

1. Buyer: 30-Day Deadline

The buyer must apply for a title within 30 days of the date of sale. Late fees apply:

  • 31–60 days late: $25 fee
  • Over 60 days late: $50 fee

2. Seller: Notify DMV Within 10 Days

The seller must use DMV2U (dmv2u.oregon.gov) to notify the Oregon DMV of the sale within 10 days of completing the sale. The DMV will note the sale on the seller’s record, but the seller remains listed as the owner until the buyer completes the title transfer.

3. No White-Out or Strike-Throughs

Oregon Form 735-501 must be completed in blue or black ink only. No white-out or strike-throughs on any names are permitted. The original seller’s signature is required — photocopies of the bill of sale are not accepted by the Oregon DMV.

4. Odometer Disclosure

For vehicles that are model year 2011 or newer and under 20 years old, an odometer disclosure is required. Both buyer and seller must sign it. The disclosure may be included on the back of the title or on a separate Secure Odometer Disclosure Form.

5. VIN Inspection for Out-of-State Vehicles

Used vehicles new to Oregon require a Vehicle Identification Number (VIN) inspection for $9, which can be scheduled at a DMV Service Center at the time of the title appointment.

6. Emissions Test (Portland Metro and Rogue Valley)

Vehicles new to Oregon and located in the Portland Metro Area or Rogue Valley must pass an emissions test conducted by the Oregon Department of Environmental Quality before registration can be completed.

7. Notarization

The Oregon DMV recommends notarization as it adds legal validity, but does not require it for a standard private party vehicle bill of sale. Notarization is optional.

How to Fill Out the Template

Complete in blue or black ink only. Enter the seller’s name exactly as it appears on the Certificate of Title. Enter the buyer’s name exactly as they want it on the new title.

In Section 3, copy the VIN character by character. Do not use white-out or strike-throughs on any names. Enter the full agreed purchase price in Section 4.

The seller signs Section 11 — the original signature is required; photocopies are not accepted. The buyer also signs. The seller must then notify the Oregon DMV of the sale within 10 days via DMV2U.

How to Transfer a Car Title in Oregon

For the Seller

Print and sign your name on the reverse of the title with the date, transferring interest to the buyer. Notify the Oregon DMV of the sale within 10 days via DMV2U at dmv2u.oregon.gov.

For the Buyer

Within 30 days of the sale, apply for a title by visiting an Oregon DMV office (appointment or drop-in), or mailing documents to DMV Services, 1905 Lana Ave NE, Salem OR 97314. Bring the signed title, this bill of sale, completed title application, odometer disclosure (if required), VIN inspection (for out-of-state vehicles), proof of Oregon insurance, valid Oregon ID, and payment for title and registration fees.

Lost Title

The seller must request a duplicate title through the Oregon DMV before the sale can proceed. Contact Oregon DMV at oregon.gov/odot/dmv or 503-945-5000.
